TIA Hosts Meeting of the U.S. TAG for International ITS Development

On January 25, TIA hosted its second meeting as Administrator of the U.S. Technical Advisory Group (TAG) to the International Standards Organization Technical Committee 204, "Intelligent Transport Systems (ITS)" (ISO TC-204). The focus of this TAG, which includes government and industry representatives, is to provide U.S. guidance, develop and approve U.S. contributions and provide U.S. technical experts to the work of ISO TC-204.

ITS-related activities are providing emerging and important cross-cutting opportunities for the global automotive and communications industries and are seen as part of the next-generation landscape involving connectivity or networking, mobility and nomadic capabilities, in addition to important public safety advancements including crash notification and avoidance. TIA was already Administrator for the U.S. Working Advisory Group 16, which feeds into the U.S. TAG and TC-204 WG 16; involving wide-area wireless communications protocols and interfaces (e.g., mobile cellular, radio LANs) that are utilized for ITS applications and services. Such applications may range from more effective toll collection, to information and entertainment, to home network interactivity. TIA is also the ANSI-designated international secretariat responsible for ISO TC-204 itself. ANSI is the official ISO Administration Member for the United States; they have designated TIA as secretariat to carry out duties and responsibilities in their name. TIA has agreed to take on these new roles to ensure that the United States can continue its current international TC-204 secretariat role with regard to this important sector, especially with respect to transportation-related communications capabilities for consumer, enterprise and government vehicles, along with infrastructure, public safety and other transportation-related elements.

Twenty TIA Members/ECPs are currently active in ITS work. This activity presents an opportunity to attract automotive sector participation in TIA, provide current TIA members with new avenues in which to build relationships, be technically innovative (i.e., standards development) and affords the ability to supply ICT products and services to an emerging and expanding customer base. An example of one such opportunity is the famous Geneva International Motor Show scheduled for March 2007, at which the ITU, ISO and IEC have organized the "The Fully Networked Car" (i.e., information and communications technology (ICT) in the Vehicle) workshop on March 7-9. ISO TC-204 and its WG 16 have been rejuvenated by advances in technology and by the infusion of a number of work items that support telematics (the integrated use of telecommunications and informatics); wireless communications to the vehicle, including cellular communications (2G to broadband 3G); wireless networking capabilities; modernization of infrastructure; and innovative terminal and service potentials. Public safety is also an integral part of ITS and this can affect the overall developmental framework and deployment options available to infrastructure providers, governments and emergency responders and the populations they serve.

Specifically, TC-204 involves the standardization of information, communications and control systems in the field of urban and rural surface transportation, including intermodal and multimodal aspects, traveler information, traffic management, public transport, commercial transport, emergency services and commercial services in the ITS field.

The ISO TC-204 is responsible for overall system and infrastructure characteristics for ITS, as well as the coordination of the overall ISO standards development work program in this field, taking into account the work of existing international standardization bodies. It should be noted that the last Global Standards Collaboration meeting, held before GLOBALCOMMT 2006, approved several resolutions including Automotive Crash Notification (ACN), support for vehicle safety messaging, common terminology definitions covering software defined or cognitive radio and support for World Standards Cooperation (WSC) workshop on ICT in motor vehicles to be held at the 2007 Geneva Auto Show. TIA itself had an ITS division that became inactive; however, it can be made active again as TIA members support such emerging activities.
