ISO to Examine Standardization Challenges for Ubiquitous City

International Organization for Standardization (ISO) Intelligent Transport Systems (TC204) has approved a technical report, ISO TR 28682 World Report for ITS Standards, a joint APEC ( Asia-Pacific Economic Cooperation) -ISO study of progress in develop ing and deploying ITS standards. The report includes the current status of ITS standardization worldwide and recommendations for standards-developing organizations and goverments.

One of the recommendations is that TC204 and its liaisons (ISO/ International Electrotechnical Commission Joint Technical Committee 1, the Institute of Electrical and Electronics Engineers, etc.) identify the challenges for ubiquitous cities. A ubiquitous city (u-City) is a city or region with ubiquitous information technology; all information systems are linked, or interconnected, and virtually everything is linked to an information system through digital radio, wireless networking, WiMAX/WiBro, RFID/USN or other advanced networking technology.

To implement the recommendation, TC204 resolved to organize a task force and adopted an activity plan presented by the Korean government at ISO's Qingdao plenary. The plan proposes that the task force act for two years in 2008-2009 to crystalize the concept and services of u-City, requirements for standarization and develop other recommendations. The discussion will focus on, but not be limited to, transport-related issues.

TC204 will hold the first taskforce meeting on April 15-18, 2008, in Munich. The TC204 secretariat and Korea will circulate invitation letter shortly.

ISO/TC204 Holds 30th Meeting in Qingdao, China

More than 100 participants from over 20 countries gathered in Qingdao, China, October 15-19 for the 30th meeting of the International Organization for Standardization’s (ISO) Technical Committee (TC) 204 for Intelligent Transport Systems (ITS), known as ISO/TC204. The event produced a number of positive developments in international standards for trade, sustainable development, security, health and safety issues and continued the committee's work in facilitating technological advances that transform the way people travel and communicate. The ISO/TC-204 meeting took place in Qingdao at the invitation of the Standardization Administration of China (SAC) and the Chinese Head of Delegation, Dr. Feng Bao. The meeting was made possible with generous sponsorship from ITS China and Hisense; a leading producer of Chinese electronics and home appliances.

As part of the meetings, an outreach workshop was held to help increase international participation in ISO/TC204.  Workshop attendees included leading representatives from Chinese research universities, as well as delegates from Vietnam and other Southeast Asian nations.  

One of the crowning achievements of the meetings was the unanimous decision of the committee to create a new working group (Working Group 17), Nomadic Devices in ITS Systems. The new working group will hold its first meeting on Jeju Island, Korea, on March 12, 2008. The meeting will be open to all interested parties. 

In addition, TC204 resolved to form a task force and encourage all interested parties to participate in a partnership project with the Republic of Korea known as the "Ubiquitous City" initiative. The project is intended to mobilize and promote the convergence of all communications technologies, locative media such as geographic information system (GIS) and global positioning system (GPS), radio frequency identification (RFID), databases, and other solutions to provide ubiquitous, city-wide access, with the aim of providing increased business and transport services. The task force will address standardization issues affecting this initiative and intends to hold its first meeting in the spring of 2008. 

TC204 also announced its plan to hold a special workshop at its autumn 2008 meeting in Ottawa, Canada. The workshop is a collaborative effort with the Asia Pacific Economic Council (APEC) and will focus on standardization initiatives being undertaken by APEC’s Transportation and Intermodal and ITS Expert Groups (APEC TPT and IEG). 

More information on both of these future workshops will be available shortly.

Additional meeting highlights include the launch of the new standards family Communications Access for Land Mobiles (CALM): Millimetre, MAC-related parameters for lawful interception and data retention for law enforcement in ITS and CALM, as well as CALM using the 802.11 standard and the agreement to publish the following standards: Data Dictionary and Message Sets for Pre-emption and Prioritization Signal Systems for Emergency and Public Transport Vehicles (PRESTO); CALM Using 2G Cellular Systems; CALM Using 3G Cellular Systems; CALM Application Management; and CALM Networking – Lower Layer SAPs.

As both the International Secretariat to ISO/TC204, as well as the administrator to the U.S. Technical Advisory Group (TAG) to TC204, TIA plays a critical role in steering the overall strategic direction of the committee, as well as providing overall administrative and technical support.

Several TR-41 Events Set for Next Week

TIA Engineering Committee TR-41, User Premises Telecommunications Requirements will meet November 5-9 in Albuqueque, N.M. The committee is chaired by Stephen Whitesell of VTech, and in addition to the standards processes to be discussed, two subcommittees are due for elections.

The TR-41.3 Analog and Digital Wireline Terminals Subcommittee has no set candidates for the upcoming election for chairman. Tradition dictates that in this instance, nominees and recommendations are usually made from the floor at the meeting.

The TR-41.7 Environmental and Safety Considerations Subcommittee is holding elections for chair and vice chair. Randy Ivan of Underwriters' Laboratories is currently nominated for chairman, and Philip Havens of Littlefuse for vice chairman.
